History shows that serious incidents and deaths have occurred for a variety of reasons at all types of buildings and even in open spaces where people assemble. Many incidents could have been prevented if basic precautions had been taken.
Building legislation provides minimum construction standards but may not consider and address specific issues that are relevant to how buildings are used. Building use is critical as not all hazards are addressed by building legislation. For example a large sporting facility designed as a sporting facility may not be suitable as a concert venue with a much larger number of people in attendance. The Guidelines on the application of the Health (Public Buildings) Regulations 1992 are currently being amended and will be replaced as soon as possible. In the meantime, please refer to the Health (Public Buildings) Regulations 1992 (external site) or contact the Department of Health for further advice.
